Program: Capacity Building in Vocational Education and Training

Key action: Partnerships for Cooperation and Exchange of Practices

Partner countries: Bosnia and Herzegovina, Lithuania, Croatia, Germany, Albania, Montenegro

Spin is official project partner.

In modern economies, continuous economic restructuring, innovation and globalization have led to major transformations in labor markets, giving rise to pervasive skill gaps and skill mismatches. Also, skills mismatch appears to be a more permanent problem in the Western Balkan countries than in developed EU countries. Firstly, it is caused by the phenomena that old/traditional skills quickly become redundant when new digital technologies are introduced. Secondly, employers do relatively little in on-the-job training due to uncertainty induced by the poor investment climate. Thirdly, old/traditional skills have gradually become obsolete due to persistence of long-term unemployment. Finally, re-skilling has been inhibited by the low provision of adult and life-long learning education and learning opportunities.

The current situation in terms of training and employment continues with a number of practical problems such as the sufficiency of acquired titles (titles that are less and less sought after on the labor market or not at all), an insufficient number of professional VET providers, and a lack of quality training programs for the needs of the market, all of which causes high unemployment and the impossibility of employment in well-paid jobs.

Through implementation of DRUPWB project, we are aiming to: explore existing and develop 4 modular non-formal educational curriculum of vocational education in the field of employment based on intellectual services including STEM, soft skills, and diverse teleworking job market skills; to develop an innovative digital hub platform to be used by unemployed and NEET young and adult VET users; to improve knowledge, skills and attitudes of at least 540 unemployed and NEET young and adult people from involved partner countries in the fields of entrepreneurship, self-employment, programming and virtual assistant work; and to additionally strengthen and improve the capacities of VET providers in WB countries.

  • Project objectives:

    • Objective 1: Explore existing and develop 4-modular non-formal educational curriculum of vocational education in the field of employment based on intellectual services including STEM, soft skills, and diverse teleworking job market skills, to be further used and disseminated through day-to-day activities of partner VET providers in Lithuania, Germany, Croatia, Montenegro, Albania and Bosnia and Herzegovina; and their affiliated entities.

Project map

  • Objective 2: Develop an innovative digital hub platform to be used by unemployed and NEET young and adult VET users from Lithuania, Germany, Croatia, Montenegro, Albania and Bosnia and Herzegovina, containing e-learning educational programs based on STEM and providing links with possible future employers and employment opportunities.

  • Objective 3: Improve knowledge, skills and attitudes of at least 540 unemployed and NEET young and adult people from involved partner countries in the fields of entrepreneurship, self-employment, programming and virtual assistant work; through their active participation in local-level sessions and educational opportunities based on the 4 new non-formal educational curriculums, delivered in cooperation between VET providers, local institutions, higher education institutions and companies.

  • Objective 4: Strengthen and improve capacities of partner VET providers, and affiliated and associated partners for use of 4-modular non-formal educational curriculum of vocational education in the field of employment based on STEM approach in pedagogy; through six 7-days local level trainings for 60 VET trainers and educators, and study visit for 30 VET trainers and educators.

  • Objective 5: Strengthen and improve the capacities of VET providers in Albania, Bosnia and Herzegovina and Montenegro for the development and implementation of tailor-made programs and methods for the inclusion of persons with low and unfavourable formal qualification structures in the labour market; through the participation of their key staff members and experts in developments and piloting of new curriculums, and development of online educational opportunities and digital hub platform, and through strengthening their connections and cooperation with institutions and companies from their and EU countries involved in the project.

Training course on topic of fake news

Training course on topic of fake news

In partnership with 6 other organizations, Spin was part of a training for youth workers as part of the Erasmus+ project titled “Understanding Fake News: Developing Media Literacy In Our Communities.” The training took place in the village of Rešetari, near Nova Gradiška, from November 5th to November 13th, 2023. A total of 24 participants from 7 European countries attended the training, including Spain, Turkey, Bosnia and Herzegovina, Italy, Romania, Serbia, and Croatia.

The program encompassed over 20 non-formal methods familiarizing youth workers with tools they can apply in their work with young people. Some methods used are group work, discussions and debates, creative work, energizers and group-building activities that enhanced group cohesion and created a positive working atmosphere, deemed essential and exciting by the participants. Throughout the program, participants learned to define media and roles in the media and understand and accept how young people communicate with the media. To delve deeper into the training theme, participants engaged in role-playing, taking on the roles of journalists and creating materials for different media, further strengthening their skills in recognizing fake news. Through creating advertisements and developing a public campaign, participants became insiders in the media. Participants were also introduced to the phenomenon of Deepfake, and they were astonished by how easy it is today to deceive people using various free and readily available applications.

Fake news is a serious problem in today’s society, significantly affecting the mental health of young people who are exposed to it daily, as evidenced by the debate on the topic: “Fake news has a significant impact on young people,” where the affirmative group won by one point.

The objectives of the training were:

  • Train 24 youth workers with the necessary knowledge and skills to work with young people and teach them to recognize, differentiate, and combat fake news.
  • Provide youth workers access to at least 20 informal working methods to assist them in their work with young people.
  • Create a platform with at least 20 resources, such as articles, videos, podcasts, and other materials, to help youth workers spread media literacy and awareness of fake news.
  • Establish an informal network of 30 local organizations and institutions collaborating to share resources, knowledge, and experiences.
  • Raise awareness of the need to work with young people to understand the effects of fake news and their potential to damage trust in public discourse.

Over the seven working days of this training, many of the set objectives were achieved. Youth workers strengthened their knowledge and skills for working with young people in the field of media literacy and fake news, raising their awareness of the importance of understanding fake news and reducing its impact on trust in public discourse. The 24 youth workers who participated in the training tested non-formal working methods that will help them in their future work with young people. All methods used in the training were sent to the participants for permanent use.

The web platform, created early in the project implementation, is regularly filled with resources, and it is expected to contain more than the planned number of informative and educational articles and materials by the end of the project. All stakeholders in this project committed to spreading the project’s results to create an informal network of local organizations and institutions collaborating to share resources, knowledge, and experience, thereby further contributing to preventing the spread of fake news and developing media literacy in their communities. Check the platforms on following link: https://fakenews-eu.com/

One of the participants from Spin, Bojan Trgic, shared his experiences:

He decided to attend this project because he had some experience in the field of media, but he also needed to meet other colleagues who deal with this and similar problems from neighboring countries, in order to see what their practices and experiences are. His general impressions are excellent considering that participants went through numerous examples of fake news, where most of the time they worked on practical examples and in groups.

The contacts that remained after the end of the program are also important to him. He learned to recognize certain video content with fake news content, as well as the fact that there are numerous forms of fake news that are increasingly present in our area and region. He would recommend everyone to get involved in the Erasmus + program, because it is the best form of communication between youth workers from different parts of the world. Likewise, the Erasmus + encourage all young people to get out of their comfort zone and learn something more, both about other peoples and countries and about themselves. In his opinion, these and similar programs have a significantly better effect than classical learning because they consist of practical work, where you learn from concrete examples and work on concrete tasks.

MORE intercultural competence – training course in Limassol, Cyprus

MORE intercultural competence – training course in Limassol, Cyprus

The “MORE intercultural competence “training course took place between 20th and 30th October 2023 in Limassol, Cyprus. It brought together 28 youth workers from seven partner countries: Bosnia and Herzegovina, Cyprus, Italy, Armenia, Sweden, Germany and Spain.

The “MORE intercultural competence” training course aimed to train education professionals on managing intercultural conflicts created by a situation of mass migration. Through the educational tool MORE, as a role-playing game, participants were able to reflect on the social and personal dynamics underlying migratory processes: prejudices, stereotypes, fears, integration, etc. The game was presented as a valuable means of responding to micro-conflict situations that everyone is called upon to manage professionally.

MORE is an educational tool for conflict management. It simulates a negotiation for the resolution of a multinational dispute through an international round table: the massive migration in an imaginary country called Enotria. MORE stands for Mediation on Responsibilities and Exploitations. This name effectively describes how the migratory situation is dealt with worldwide – particularly in Europe. MORE is not only an acronym; it represents ‘more’ skills, knowledge, and attitudes developed through role play.

Dejan Vukajlović was one of the youth workers from Okret / Spin, presenting Bosnia and Herzegovina on the activity. He said that he decided to attend this training course due to his previous experience and involvement in working with migrants and people on the move on self-identification and to get new tools and methods that he can implement into his daily work.

Dejan shared that his learning highlights during the training course were learning about realities and situations in other countries is very difficult, challenges migrants face daily in new environments, and problems of integration of migrants into societies.

Dejan also shared that he had a chance to discuss the brain drain of young people from Bosnia and Herzegovina and tried to identify their most common problems. In the end, Dejan said that he would highly recommend similar training courses to all other youth workers from Bosnia and Herzegovina, as he found it very interesting, interactive, and engaging.

Digital Social Entrepreneurship of seniors and adults with different abilities

As associated partners in the project “Digital Social Entrepreneurship of seniors and adults with different abilities” (DigSocEntSAd), we contributed during the consultation process for the production of the four intellectual outputs of the project:

  • O1 – Handbook “Exploring Digital Social Entrepreneurship for seniors and adults with different abilities”
  • O2 – Curriculum “Empowering adult educators to encourage Digital Social Entrepreneurship start-ups among seniors and adults with different abilities”
  • O3 – Toolkit “Mentoring and supporting seniors and adults with different abilities for Digital Social Entrepreneurship start-up”
  • O4 – E-learning course “Digital Social Entrepreneurship start-up course for seniors and adults with different abilities”

The project is funded by the Nationale Agentur Bildung für Europa beim Bundesinstitut für Berufsbildung, the German National Agency for the Erasmus+ (Adult education) programme, under the Erasmus+ Programme KA220-ADU Cooperation partnerships in the field of adult education.

The coordinating project partners are:

  • Outreach Hannover e.V., Germany
  • LINK DMT SRL, Italy
  • Learning Wizard d.o.o., Croatia
  • Association for improvement of modern living skills “Realization”, Croatia
  • Company for professional rehabilitation and employment of persons with disabilities ITECCION, Serbia
  • Centre for Non-formal education and Lifelong learning (CNELL), Serbia
  • Fondazione Don Giovanni Zanandrea Onlus, Italy

Project duration: 01/12/2021 – 01/11/2023

Summary:

There are lots of seniors and adults with disabilities who lack employment and regular salary/income. With the recent situation of Covid-19 pandemic and the fact that due to lockdown, isolation and other measures followed by citizens, lots of employers have fired their employees at the start of the pandemic measures or were not having enough revenues to keep the employees sufficiently paid. So, even with the economic help from the governments, we still found ourselves with higher unemployment rates and with lower economic levels after the pandemic (especially of our target groups) than before the pandemic measures started.

Quite often, both salaries of the employed citizens, as well as the pensions for the retired seniors, where exist – are not fully sufficient for the high costs of life in those “older” ages when their youngsters have left households to pursue their own career and life in separate households of their own. More and more seniors and adults (with disabilities), thus, are looking forward to another way of regular money incoming into their households. In addition, persons with disabilities often face societal barriers and disability evokes negative perceptions and discrimination in many societies.

For this target group, formal education takes too much time and is not a preferred option to take, nor is feasible for them for different reasons often. Adult education is a very appreciated option both for seniors and adults with disabilities and is perceived as a better option, as it is easier to enrol in an adult education programme, as well as the courses last shorter and are following the latest trends and needs of society and opportunities existing.

Motivation of partners in this project is to “equip” seniors and adults with disabilities with set of skills needed to work on personal development in fields of digital-social-entrepreneurial intelligence and creating (self-)employment opportunities proactively in today’s reality of employment uncertainty and the world of extinction of many known jobs and occupation now and even more in the future. With this project, we want our beneficiaries, seniors and adults with disabilities, to improve their digital social entrepreneurial skills, and we also aim to empower more adult educators for organising digital social entrepreneurial learning activities, in line with the newest updates.

Therefore, the objectives of the project were:

  • Empower seniors and unemployed adults with disabilities for digital social entrepreneurship start-up through development of inspiring, innovative and up-to-date handbook, as well as the online course.
  • Empower our adult educators and improve knowledge management of our organisations in theory and practice for building competences of educators in digital social entrepreneurship for seniors and adults with disabilities, through LTTA, innovative curriculum for educators’ training and useful toolkit with workshops for beneficiaries.
  • Exchange good practices and further develop quality strategic partnership among partners from 4 European countries with different realities in regard to employment and digital/social entrepreneurship.

Project activities were:

  • A1 – Project Management activities
  • M1 – Kick-off meeting
  • O1 – Handbook “Exploring Digital Social Entrepreneurship for seniors and adults with different abilities”
  • M2 – Second meeting
  • O2 – Curriculum “Empowering adult educators to encourage Digital Social Entrepreneurship start-ups among seniors and adults with different abilities”
  • O3 – Toolkit “Mentoring and supporting seniors and adults with different abilities for Digital Social Entrepreneurship start-up”
  • M3 – Third meeting
  • O4 – E-learning course “Digital Social Entrepreneurship start-up course for seniors and adults with different abilities”
  • C1 – LTTA Training of trainers
  • E1, E2, E3, E4 – Open conferences in HR, RS, IT, DE
  • M4 – Evaluation meeting

Circular Economy Entrepreneurship – training course held in Zadar, Croatia

Circular Economy Entrepreneurship – training course held in Zadar, Croatia

Training course “Circular Economy Entrepreneurship” took place in Zadar, Croatia from 10th of October until 18th of October 2023, and brought together 20 youth workers from 6 partner organisations from Bosnia and Herzegovina, Croatia, Serbia, Kosovo, Italy and Montenegro.

The training course was designed and developed to empower participating youth workers to develop, implement and evaluate youth work activities and programs focused on ecology, sustainability, and circular economy to target NEET young people in local communities for development and creation of entrepreneurial opportunities in line with the principles of the circular economy.

During the first part of the training course, participants had a chance to meet each other, present their daily youth work activities in partner organisations and share realities of their countries and local communities regarding the topics of circular economy, sustainability and entrepreneurship.

After that, participants went deeper into the topic and discussed about circular economy principles, how traditional entrepreneurial models can be adapted to circular economy approaches, and what competences and tools can help youth workers to make this transition when addressing topics of entrepreneurship and self-employment with young people. In the final part of the activity, participants developed multiplication follow-up workshops that will be implemented in local communities, with the support of their partner organisations.

In the evenings, participants were able to share information about their countries, cities, cultures, traditions and customs, as well as to try sweets and snacks from participating countries through intercultural evenings. They were also able to present their organisations and ongoing projects.

Next activity of this project will be Evaluation Meeting, taking place in Zadar, Croatia in March 2024. Eco-Entrepreneurship: Youth Exchange in Sutomore, Montenegro

Eco-Entrepreneurship: Youth Exchange in Sutomore, Montenegro

The youth exchange “Sustainable Innovations: Eco-Visionaries of Tomorrow” took place in Sutomore, Montenegro, from the 2nd of September to the 9th of September 2022 and involved 36 participants from 6 different countries. The youth exchange aimed to enable participants to explore the concepts of eco-entrepreneurship and circular economy, to learn about the realities and the practices in participating countries, to work on the development of an entrepreneurial mindset, to test the prototype of the Board Game and give feedback, to brainstorm and to work on the development of ideas for local projects addressing local ecological issues.

Check the experience of participants from Bosnia and Herzegovina in the text below.

Adila decided to apply to this project because she is very interested in the topic. She loves ecology and uses art to express her passion for it. She recognises the magnitude of the problem in today’s world, so she applied to acquire as much knowledge as possible, intending to implement it in the near future through the NGO sector.

This wasn’t her first youth exchange, but every time she participates, it feels like it is. For her, it’s exceptionally unique, with fresh workshops, innovative ideas, and, most importantly, the chance to meet new people who can become lifelong friends. They’ve taught her much, from sharing experiences about this topic to insights about Erasmus+. Youth exchanges indeed offer unique experiences and opportunities for personal and professional growth. Now, she can brainstorm ideas without fear, create interactive teambuilding workshops, distinguish between what’s eco-friendly and what’s not, and identify greenwashing, among other skills. It’s the priceless knowledge from experience and non-formal education.

Dedication is the key.

As a young person, volunteer, and activist, she wishes more young individuals would recognise the importance of engaging themselves in the NGO sector and participating in Youth Exchanges and programs. It’s not only a place where you work diligently for the topic you’re passionate about and acquire new knowledge, but it is also a place where you socialise, meet new people, exchange traditions and languages, and so much more. It’s all about being friendly, open-minded, and hardworking. She wishes she had known all this earlier when she used to overthink and fear everything about youth exchanges and similar programs.

This serves as a reminder of the value of stepping out of one’s comfort zone and embracing new experiences. It’s exposure therapy for her, and every single time, she feels more prosperous and open.

Ajla said she considers herself fortunate to have been selected to participate in a youth exchange program in Sutomore.

She discovered the opportunity through an Instagram post and decided to apply, believing it was a fantastic chance to meet new people and experience something different. This marked her first time participating in such an event, so she had no specific expectations. However, she was pleasantly surprised by the experience.

The people she met there were funny and kind and eager to engage in conversations and make new friends. She arrived without knowing anyone but left Sutomore with 40 new friends.

During the initial two days, participants engaged in numerous activities designed to help them get acquainted with one another. These activities included energisers and various games that facilitated the formation of strong bonds within the group. After, they delved into exercises and research related to the theme of the youth exchange. They worked on generating new sustainable ideas, developing an online board game, and researching the main topic of the exchange. Ajla was also pleasantly surprised by a trip to Lake Skadar, which was an unforgettable day.

Additionally, she had the opportunity to practice public speaking, something she has always struggled with. She is immensely grateful to the organisers for affording this chance to address a larger audience composed of genuinely pleasant and welcoming individuals. She acquired a wealth of new knowledge during her time there, particularly regarding the importance of stepping out of one’s comfort zone, trying new things, and overcoming the fear of meeting new people. She is extremely pleased with her decision to participate in this program and wholeheartedly recommends it to any young adult with spare time to invest.

And to people who worry that you won’t have much free time to explore the country that the youth exchange takes place in, don’t worry. The time was managed incredibly, and you will have much free time to spend with the friends you’ve made there. She is highly thankful to everyone who made this possible, especially the people who made this experience enjoyable and unforgettable.

Youth Exchange was organised as part of the project “Eco-Entrepreneurship & Circular Economy: On the Path to Sustainable Change”.

Preparatory meeting on the project „Understanding Fake News: Developing Media Literacy in Our Communities“

Preparatory meeting on the project „Understanding Fake News: Developing Media Literacy in Our Communities“

This week, we participated in the partners’ preparatory meeting in Croatia.

The preparatory meeting took place in Nova Gradiška, Croatia, from 4th to 7th September 2023 and involved 15 participants from 7 partner organisations. Partners used this meeting to prepare needed documentation for contracts and agreements, define tasks and roles for the follow-up period, create timelines and set deadlines for upcoming activities, and discuss possible risks and challenges that might occur during the implementation stage.

About the project

The primary objective of the project is to equip youth workers with the necessary knowledge and skills to help young people identify, differentiate, and combat fake news. We want to empower youth workers with the skills to help young people become more aware of the potential dangers of fake news and to think critically about the information presented to them.

The project will also provide youth workers with access to non-formal methods of work, such as interactive exercises and role-playing, to help them in their work with youth. We will also create a platform with resources to help spread media literacy and raise awareness of the issue of fake news, as well as a non-formal network of local organizations and institutions to collaborate and share resources, knowledge, and experiences.

Furthermore, the project aims to raise awareness of the need to work with youth to understand the effects of fake news and its potential to damage trust in public discourse. Through our project, we hope to foster a collaborative environment amongst youth workers, local organizations, and institutions, while helping to create a more informed and engaged public.

Next activity of this project will be training course that will be organized in Nova Gradiška, Croatia from 5th to 13th November 2023, and will include 3 youth workers from Okret / Spin.

Transitioning to a circular economy model brings significant opportunities for Europe and its citizens. This is an important part of the effort to modernise and transform Europe’s economy as we know it in a sustainable way of managing the economy.

That is the transition based on solid business logic that allows companies to achieve significant economic profit and increase their competitiveness in the market. In addition, such a management principle contributes to significant energy savings and environmental protection. Such jobs are then given a new look: they are becoming green jobs. It is generally believed that the first step towards a circular economy should be the adoption of new rhetoric, which includes the previously mentioned advantages of this economics model, the understanding that waste resources and that systematic changes are needed to achieve a sustainable economy and society.

And that is exactly what we are targeting with our project.

  • Project objectives:

    • Raising competencies and skills of youth workers across 6 partner countries for the development, implementation, and evaluation of youth work activities and programs focused on ecology, sustainability, and circular economy to empower young people in local communities for development and creation of entrepreneurial opportunities in line with the principles of circular economy.

    • Creation of multiplication workshops in 6 local communities with goal of youth workers sharing their new knowledge, skills and competencies with other interested youth workers, and young people.

    • Raising capacities of partner organisations for development of new local community based activities and projects based on the youth work activities in fields of ecology, sustainability, and circular economy for empowering young people for development and creation of entrepreneurial opportunities.

    • Introduction of non-formal learning methods and promotion of the Erasmus+ program through the introduction of new methods of work to participants, and discussing possibilities of skills and knowledge transfer by using different opportunities of the Erasmus+ program.

    • Fostering future cooperation between partner organisations involved in the project – through sharing experiences and results from follow-up activities during the evaluation meeting.
